Set Risk

Overview

Describes the setting (capture) of information about the assessment of risk. Such information may be applied to any physical object and to any process that engages in the construction, erection or installation of physical objects.
Within this functional part, risk is defined as the possibility of something happening that impacts on objectives and that is measured in terms of likelihood and consequence. Practically, it is an indication of exposure to mischance, peril, menace, hazard or loss. There are various types of risk that may be encountered and there may be several instances of risk associated with an object (either a physical object, a grouping of physical objects such as an asset or a process).
Specification of risk as described here incorporates the values of the Incom risk analysis matrix (satisfying AS/NZS 4360:2004) together with additional identified requirements. For further information, refer to the standard or to 'Guide to Risk Management' published by the Australian Capital Territory Insurance Authority at http://www.treasury.act.gov.au/actia/Guide.doc .
Risk information is established within a property set that may be defined both for type specifications (as in every occurrence of a product/process conforming to this type specification will always have a particular risk assessment) and for product or process occurrences and to group concepts including assets, systems etc.

Results

Risk values are captured and become available for more detailed assessment according to defined approaches such as the AS/NZS 4360 method.
Note that other methods for evaluating risk assessment exist. Whilst these are not referenced here, it is believed that the data captured through this functional part is sufficient to suit general risk assessment procedures that may be used within building construction.

A set of predefined types of risk is provided from which the type required may be set. Values allowed include:

Indicate the generic nature of the risk that might be encountered.
It is anticipated that there will be a local agreement that constrains the values that might be assigned to this property. An example might be 'Fall' or 'Fall of grille unit' causing injury and damage to person and property
Pset_Risk.NatureOfRisk::IfcPropertySingleValue::IfcLabel    
Indicate a first subsidiary value that might be assigned to designate a more specific type of risk.
Nature of risk may be identified in various ways depending upon the place where risk assessment takes place and according to local agreement. A generic nature of risk (above) and up to two subsidiary natures are supported through this functional part. An example of a subsidiary nature might be 'causing injury and damage'

    Assessment of risk may frequently be associated with the physical location of the object for which the risk is assessed.

Determine the rating of the risk
Risk rating may be determined from a combination of the risk assessment and risk consequence. An application may be used to populate this value or a user may assert it.
Risk rating is selected from a list of predefined alternatives that include:

  • VeryHigh
  • High
  • Considerable
  • Moderate
  • Some
  • Low
  • VeryLow
  • Insignificant
  • Other
  • NotKnown

Indicate the owner of the risk
This is done by reference to principal roles of organizations within a project. Determination of the specific organization should be by reference to instances of IfcActorRole assigned to instances of IfcOrganization (if assigned).
The risk owner is selected from a list of predefined alternatives that include:
  • Designer
  • Specifier
  • Constructor
  • Installer
  • Maintainer
  • Other
  • NotKnown
  • Unset
Pset_Risk.RiskOwner::IfcPropertyEnumeratedValue::PEnum_RiskOwner    
Indicate whether the risk affects only the person assigned to that task (FALSE) or if it can also affect to the people in the surroundings (TRUE).
For example, the process of painting would affect all the people in the vicinity of the process
Pset_Risk.AffectsSurroundings::IfcPropertySingleValue::IfcBoolean    
Identify preventive measures that may be taken to mitigate risk.
A list of mitigation measures may be defined. The order of the measures in the mitigation list MAY be significant however this is not asserted through this functional part. Importance of order may need to be established between users.
